Dossier
What it is. Founded 1993 in Tehran (initially "Iran Power Plant Projects Management Company"), spun out of Iran's Ministry of Energy to take over domestic power-plant work previously contracted to foreign firms. Founding sponsors: Tavanir (state power holding company), IDRO, and Saba Investment Co. (self-reported). Now describes itself as "over 75 companies" spanning power/water, oil and gas, transportation, medical imaging, electrification and petrochemicals (self-reported, mapnagroup.com, 2026). Historically Tehran Stock Exchange-listed. Official EU identifiers [Tier 1, EU Official Journal, Council Implementing Regulation (EU) 2026/1883, entry 204, and Council Decision (CFSP) 2026/1885, both 30.7.2026]: Address No. 231, Mirdamad Blvd., 1918953651, Tehran; Registration No. 99134; National ID 10101431259; Economic code 411111477788; website www.mapnagroup.com. Why the EU listed it (July 30, 2026): the EU says MAPNA Group is owned or controlled by the EU-listed Ministry of Energy, is involved in exploring gas and oil fields and so contributes to oil revenues that partly fund the armed forces including the IRGC, and supports Iran's proliferation-sensitive nuclear activities.
