Designation Events by Jurisdiction and Window
| Jurisdiction | Baseline (Dec 28, 2025, to Jan 31, 2026) | Feb 1 to May 31, 2026 | Post-MOU (Jun 1 to Aug 10, 2026) | Refresh (Aug 11 to Oct 4, 2026) | Total | Open Gaps |

| All Jurisdictions | 113 | 426 | 183 | 183 | 905 | 259 |
The first three windows (722 events) are the record through August 10, 2026. The refresh window adds 183 events: US 168, Canada 15; the EU, the UK and Australia made none. They are listed on the Sanctions Monitor. Open gaps stand at 259 across 58 profiles after every gap cell was rechecked against the official lists.
The last column is not a count of events but of absences: documented parties that jurisdiction screened and has not designated. Read across, it is the case for mirror-listing; read down, it is the order of work.
Twelve US actions in the post-MOU window produced 170 new designees: 46 individuals, 90 entities, 34 vessels. Allied governments added 13 more, total. Of the 170 US designees in this window, exactly one (Ali Ansari) has also been designated by an ally (the EU). Canada and Australia made no Iran-related designation of any kind in the ten weeks after June 1.
Across all 503 US designation events between February 1 and August 10, 2026, none cite the IRAN-HR human-rights sanctions authority. Every US action in this window proceeded on financial, counterterrorism, non-proliferation or shipping authorities; not on the statute built specifically for the crackdown this tracker documents.
The Widest Gaps
The 58 profiles carrying at least one open gap, worst first. Every row here is a party this project documents and at least one screened government has not designated. 42 of them are open in all five jurisdictions at once; these are the Do Not Touch names, which by construction have been re-screened against all five sanctions lists and matched on none of them. A row of five hollow marks is not missing data. It is the finding.
