Ali Shamkhani was an Islamic Republic of Iran Navy rear admiral, a veteran of the IRGC's Iran-Iraq War service, Iran's Minister of Defense and Armed Forces Logistics (1997 to 2005), and, most consequentially for this network, Secretary of the Supreme National Security Council (SNSC) from 2013 to 2023, after which he remained an influential representative of the Supreme Leader. The US Treasury sanctioned him personally in 2020. He survived an Israeli strike during the June 2025 "12-day war" with serious injuries, and was killed on February 28, 2026, in US-Israeli airstrikes on Iran that press reporting (OCCRP) states also killed then-Supreme Leader Ali Khamenei and other top officials.
