The insurance scheme: OFAC designated Persian Gulf Marine Insurance Company (PGMIC) and HormuzSafe Marine Services Authority (Bandar Abbas), which Treasury describes as an IRGC-backed racket forcing commercial vessels to purchase mandatory "insurance" to transit the Strait of Hormuz, coverage that "purports to protect vessels from risks... overwhelmingly created by Iran itself." PGMIC brokers policies approved by the previously-designated Persian Gulf Strait Authority (PGSA, designated May 2026); HormuzSafe, developed by Iran's Ministry of Economy, accepts Bitcoin and other digital assets specifically to evade sanctions.
